1st select a size paint it black with background colour. Now Write a text.Duplicate the text layer by pressing ctrl+j,the merge one text layer with background.Now go to filter->stylize->wind.select left to right & right to left chance by chance.Then press ctrl+f  increase winding effect.This is done to make text effective
